Chen Junliang    Academician

Professor CHENG Junliang (1933 – Present), academician of both China Academy of Sciences and China Academy of Engineering, expert in communication and electronic system, one of the founders of China’s SPC switching system, pioneer of China’s intelligent network (IN). He was born in Ningbo, Zhejiang Province.


In 1960s, Prof. Chen was one of the leading developers for wired 600/1200 baud and wireless 600 baud data transportation equipment. He researched and developed the wireless data transportation system for China’s first satellite – ‘DongFangHong’, and this won him the National Science Congress Award in 1978.


In 1980s, he was engaged in the development of ‘DS-2000 SPC digital switching system’ in the “6th Five-year Plan” and the ‘DS-30 SPC digital switching system’ in the “7th Five-year Plan”. He was mainly responsible for the development of diagnostic program in SPC switching system, when proposed the theoretical model for digital switching network and diagnostic program for switches.


In 1990s, he was the first to be engaged in the network intelligence research and developed China’s first IN system, creatively solved the problem of IN’s system architecture, service creation, software reliability and overload control, realized the industrialization of the system and this system has been widely used in China’s telecommunication networks. The above work has won the National Science and Technology Progress Award for 3 times.


Currently he is engaged in the research of network intelligence and network service. He is the Dean of the Institute of Network Technology, BUPT, and Editor-in-chief of China Communications, a joint CIC-IEEE Publication.

Zhou Jiongpan    Academician

Professor Zhou Jiongpan (1921-2011), academician of China Academy of Engineering, founder of information theory, pioneer of both communication theory and communication network theory in China. He was born in Zhejiang Province in 1921. In 1939, he was enrolled in the Department of Electrical Engineering, Shanghai Jiaotong University for his Bachelor degree and the Department of Applied Sciences, Harvard University, USA, in 1946 for his Master degree. He was conferred the Master degree with straight A.


He held the positions of the Chief Engineer and Director of Xin-an Electronic Motor Factory successively in Shanghai and in Tianjin. And then he served as Professor of Pei-yang University, Tianjin University, and Beijing University of Posts and Telecommunications (BUPT) where he was appointed as the Vice Dean of the Department of Radio Engineering. He became the PhD supervisor since 1982 and was the Chair of BUPT Academic Committee for the third and fourth terms. He was elected the member of the Second to the Sixth Chinese People’s Political Consultative Conference Beijing Committee, member of Academic Assessment Expert Group for Information and Electronics Discipline under the Degree Committee of State Council, and member of the First to the Third Academic Assessment Expert Group under the National Natural Science Foundation of China. He also served as member of the Governing Board of China Institute of Electronics, Executive Committee member of China Institute of Communication, Editor in Chief for the Journal of Communication and senior member of IEEE.


He was the leader of the group that successfully designed and set up the first black-white TV broadcast station in China and received the high appreciations from ZHU De, Chairman of National People’s Congress of China. He took the lead in a great number of research projects, at both national and provincial levels, with great success. The accomplishments included the award of 1978 National Science Congress, the award of 1978 Beijing Science and Technology Congress, the first grade prizes of science and technology awarded by the former Ministry of Posts and Telecommunications in 1989 and 1991, the first grade prize of major scientific findings achieved during the period of the “Seventh Five-Year Plan” awarded by the former Ministry of Posts and Telecommunications. His book entitled “Theoretical Foundation of Information Theory” received the outstanding award of the excellent text book for higher education from both Ministry of Posts and Telecommunications and Ministry of Education. Another of his books entitled “Theoretical Foundation of Communication Network” was awarded the first grade prize of science and technology by former Ministry of Posts and Telecommunications. Based on his prominent contributions he was highly honored with the glorious titles such as the Advanced Worker in imparting knowledge and educating people in higher education sector of Beijing, National Model Worker, and he was also the recipient of the Medal of National Awards for Achievements in Higher Education of China.

Fang Binxing    Academician

Professor Fang Binxing is academician of Chinese Academy of Engineering, Former President of Beijing University of Posts and Telecommunications, principal representative of the 11th National People's Congress, the expert of information network and information security. He was born in 1960, graduated from Harbin Institute of Technology with doctor degree in 1989. He used to work at the National University of Defense Technology as a Post Doctor. He once was appointed as the Director and Chief Engineer of National Computer Network and Information Security Management Center, the Coordination Office Director of National Computer Network Emergency Response Technical Team/Coordination Center of China, Chairman of the  Science and Technology Committee of the National Computer Network and Information Security Management Center, senior Engineer with professor title and PhD Supervisor. His main research area covers network security, information content security, parallel processing, and internet technology and so on. He is the first inventor who proposed the conception to build China National Network and Information Security Infrastructure and designed the practical corresponding system. Therefore he has successively won a  first prize and two second prizes of State Scientific and Technological Progress Award. In the area of information security theory,  he gave a unified formalization definition of the information security concept which involves physical security, operation security (network security), data security (narrow definition of information security) and content security. At the same time he is conducting research on the computability of the information security attribute.

Li Deyi    Academician

Professor Li Deyi is an academician of the Chinese Academy of Engineering and an expert in automatic command and artificial intelligence. He was born in 1944, and graduated from Nanjing Engineering College in 1967. He received his Doctoral Degree from Hayley Watt University in Edinburgh UK in 1983. He is now the Director of the Department of Information Sciences of the National Natural Science Foundation of China, Vice-President of the Chinese Institute of Electronics and Vice-President of the Chinese Association of Artificial Intelligence. He put forward a new theory on graphic pairs of control-flow and data-flow, which won the Premium Award by the IEE Headquarters, London in 1984 and 1985, respectively. He is the first person in China owning the IFAC’99 world congress outstanding paper for his qualitative reasoning in 1999. He proposed the cognitive physics, used for data mining and knowledge discovery, etc. He has published over 130 papers, 5 Chinese version books and 2 English version books. He won one second prize, and two third prizes of the Award for the National Scientific and Technological Progress. He also obtained two national patents for invention. He is now the Dean of BUPT Computer School.

Chen Lianghui    Academician

Professor Chen Lianghui is academician of the Chinese Academy of Engineering and  the expert in Semiconductor Optoelectronics. He was born in 1939 and graduated from Fudan University in 1963. Since then he has been working in the Institute of Semiconductors in the Chinese Academy of Sciences.He was once the Deputy Director there and Deputy Chief of the expert group of optoelectronics in “863 Plan”. He is now a researcher in the Institute of Semiconductors in the Chinese Academy of Sciences, PhD supervisor, the laboratory chief of Nano-Optoelectronic Lab., and the Honorary Chairman and Chief Scientist of Optoelectronic Device State Engineering Research Center. Besides, he is Deputy Director of Information Electronics Department in Chinese Academy of Engineering, Director of Professional Optoelectronic Committee in Chinese Institute of Electronics, Deputy Director of Professional Optical-Communication Committee in China Institute of Communication. He is now the Dean of The Institute of Information Photonics and Optical Communications of BUPT.

Wang Tianran    Academician

Professor Wang Tianran is academician of the Chinese Academy of Engineering and  the expert in automation control and robotics. He was born in 1943 and graduated from Harbin Institute of Technology in 1967. He was once Director of Shenyang Institute of Automation in Chinese Academy of Sciences. As one of the academic leader in the field of robotics and automotive engineering, he has long been dedicated to the research and application of robotics and large industrial automation system. He has made great contribution to many technical aspects such as the architecture of intelligent robot, the industrial robot control system and the large automation system, etc. He has won two second prizes of  State Scientific and Technological Progress Award. Besides, he won both the outstanding winner and the first prize of Scientific and Technological Award of Chinese Academy of Sciences. He is Director and researcher of the Academic Committee of Shenyang Institute of Automation in Chinese Academy of Sciences,  PhD supervisor, Director of the Robotics State Engineering Research Center, and Chairman of Liaoning Sciences Association. He is now the Dean of  the Schoolof Automation of BUPT.

Liu Yunjie    Academician

Professor Liu Yunjie is an academician of Chinese Academy of Engineering and an expert of communication and information system. He was born in 1943, and graduated from Peking University with bachelor degree in 1968. He was the former director of the Institute of Data Communications of the former Ministry of Posts and Telecommunications (MPT), former deputy director of Telecommunications Bureau and held the concurrent post as the former director of Data Communications Bureau of MPT, former president of Postal Science and Planning Research Institute, chief engineer and vice president of China Unicom. He has taken leading positions in a number of national key projects of scientific research in data communications and made a number of important achievements. He took a leading role in the design, construction and operation of the national public data network, computer Internet and high-speed broadband, which have been an important basis for the construction of information society in China. He also played the leading role in the design, construction and operation of China Unicom (A unified network platform for multiple services), bringing an end to such problems as uncontrollable and unmanageable IP services and unguaranteeable quality of service, as well as the problems in incorporating on the same network platform multiple telecom services including telecom, Internet and video, providing a feasible solution for integration of three networks. It has been a successful practice implemented on a large-scale in the evolution to the next generation network (NGN) and generated remarkable social and economic benefits. He had received one first prize of the the National Scientific and Technological Progress award, and two prizes of the Science and Technology Progress award at Ministerial level. He had obtained two national invention patents. He is now the Director of Science and Technology Committee of China Unicom and the Dean of School of Information and Communication Engineering.
